High-Capacity Rail in Honolulu is as popular here as is the high-speed rail boondoggle in California—there has to be better ways to pay for it than to slash programs to provide social services to the homeless

SPRING SESSION 2017

BLOGPOST #2,373 AT THE AICP-END

ONE HUNDRED-AND-SEVENTY-FOUR DAYS AFTER ELECTION DAY

MAY DAY

Today, we talk story about the mess with rapid transit in Honolulu and the General Excise Tax (GET) used to fund it—it affects EVERYONE throughout the Hawaiian Islands
Kihei, HI, 05-01-2017 Monday: Aloha, aloha, aloha and welcome to the American Institute of Culinary Politics-Elemental News of the Day, the place where professional chefs and food service workers all come together to discuss the issues of the day.  We are an interactive group of friends who surround Stinkbug, he being the common core around which the rest of us rotate.  He has worked in California, Hawaii, Washington State, and even in Arizona so we know him, he knows us, and through him, we know one another.
People think that Hawaii is a ‘dream come true’ for many, especially those of us who live here either on a full-time basis having been born here or through having moved here.  We elect Democrats mostly of which, I am a proud one, but sometimes one-party rule can cause many unforeseen problems.
One of the conundrums we have here is homelessness because the mainland continues sending its homeless population to the West Coast and hence to the islands in order to place them somewhere where they do not have to contend with harsh winters.
Now, we do have a cold time, roughly from late November through January before it begins warming up again.  If you live as I do in the hills overlooking Kihei, Maui, then you know when snow tops Haleakala at 10,000 feet and above and the wind blows down, it gets super cold.
Nevertheless, we have worked hard at caring for the homeless but across the water in Oahu, the fools there have been working hard at building a rail line and extending it to many parts of the island.
You see, the local politicians and city officials have the forlorn hope that the Honolulu Rail Transit (aka Honolulu High-Capacity Transit Corridor Project) is going to alleviate the massive traffic jams as people try to enter Honolulu to go to work or to get the heck out of there and go home.
Moreover, in many ways, Hawaii is becoming California because there in the Golden State, they want to build a north-south high-speed rail line that will connect San Diego eventually with San Francisco and beyond.
Whenever I come to California, the big four things I always hear are the following gripes.  (1) one-party rule that does anything it wants and no one stops it; (2) how to bring in and care for more illegal aliens than ever before; (3) increasing taxes; and (4) how to pay for high-speed rail when the majority of the taxpayers are loath to see it completed.
Honolulu County has this problem in that they have a surcharge—the General Excise Tax--on the people, which is supposed to go only to 2027 so they can fund this boondoggle.
People throughout the islands have to contend with this mess because most everything flows to Oahu (and to Maui but not as much) from the mainland, and then flows out to the rest of the islands.  Hence, the cost of everything goes UP.
Senator Lorraine Inouye wants to add another 10 years to the surcharge through her Senate Bill 1183 that would force the people of the state—whether they like it or not—to pay for this mess until 2037.
Critics of the bill such as Representative Sylvia Luke does not want to see it extended as if it is, she claims that money available for social programs will continue to diminish, homelessness will continue to increase, crime will spike, and our state—in the midst of record tourism—will fall into decline.
Now, the leaders of the state who reside in Honolulu County have wanted to see a rapid transit line—elevated in most places—for as long as half-a-century and who can blame them because congestion is horrendous.  I mean, if you have ever journeyed to the state’s capitol and head in either direction on the H1 (or the Queen Liliuokalani Freeway) at rush hour, then you know what a nightmare it can be.
Just to get to the H3 and then head eastbound to the Moanalua Freeway or to the John A. Burns Freeway can be a trying ordeal the likes of which, one could compare to the mess of trying to drive through Los Angeles at rush hour.  People go crazy, they become nuts, and incidents of road rage abound.
Now, I have no problem with Honolulu seeking to build their dream rail line but things are not as easy as they once were.  Tax revenues while strong as always do not seem to stretch as far as they should, especially to other parts of the state meaning the various islands, and the people depending on social programs continue being dependent.
As a Democrat and a progressive, I want to see life improve for everyone but the first thing I contend we must do as a state is to begin keeping at arm’s length anymore people coming to our state from the mainland or from abroad.
Whether we like it or not, we have no choice other than to do it because we are running out of room, the cost of housing continues to increase, and the way of life we have all enjoyed continues to disappear.
Things have definitely changed here on Maui and the world we knew as kids no longer remains available to us.  Granted time moves on and people move with it but as a lifelong Democrat and an employer here in the area in which, I grew up, I simply do not know if we can continue to sustain the rate of change occurring around us.
Honolulu wants high-speed rail, then they need to find a way to fund it through NOT increasing the costs of doing business and maintaining one’s style of life.  I would urge our elected leaders to do the right thing for us, the people, of the 50th state because we have something extremely special here one will find nowhere else.
Thank you for joining me today, I appreciate everyone tuning in for some ‘Hawaii talk.’  Tomorrow, I imagine we will move on to discuss national and global issues, as well as how we have a lolo for president who has no clue whatsoever as to what he is doing.  Imagine if President Obama had said that he ‘had no clue that the job of being president would be so difficult.’
Mahalo nui loa, makamakas!
