Bakersfield, CA, 10-08-2013 Tuesday: I began writing this post on the 28th of last month so it was in the thick of the battle to sideline Obamacare or at least put the individual mandate off for ONE year.  We saw the valiant twenty-one hour filibuster by Texas Republican Senator Ted Cruz who did his best to point out the fact that Obamacare needs Congress to either (1) defund it or (2) to put it off for a year so both houses of Congress have the opportunity to fix it before its official roll out on October First, one week ago today!  I cannot understand why no Democrat is willing to fix this atrocious act, it’s as if we have a case full of pork meat that is going to cause rampant foodborne illness unless we shove it down the garbage disposal.  If we dispose of it, we lose its cost but if we serve it—even if it’s above 165°F and well-done—we run the risk of causing major problems for our guests.  I ask you, what is better, do we send the tainted meat back to the meatpacking company or do we take the chance that we cause a great deal of illness and discomfort over our inability to fix the problem before it starts!   
Democrat-Republican Slugfest—Unending Fight!
  Let me share a personal thought with you for a moment before I welcome you to the blog today.  You know what?  I would love nothing more than the Patient Protection and Affordable Care Act—aka “Obamacare”—to work and to work well.  For one thing, it would help many people who truly deserve and want healthcare but my question is, why does EVERYBODY have to have it if they do not want it?  Furthermore, why do the employers have to be the ones stuck with the cost of the whole damn thing because it’s led to loss of jobs, fewer hours for those employed, fewer and fewer benefits, and turmoil throughout the country.  The rollout of the plan caused millions of Americans a great deal of distress, there was upheaval everywhere across the country.  The House and Senate battled back and forth far into the night and the President had to add his two cents to the fray by calling people, “hostage-takers, extremists, terrorists, hell, even radicals when in fact, most everyone in this country knows who the REAL radicals are: the Democrats!

Again, I stress the idea that if we did have a national healthcare plan—available to those without it and at an affordable price—it would ease much of the problems this nation has in the area of medical care.  Let us face the true facts, however, that if (1) Congress passed tort reform, (2) closed the border to illegals; and (3) allowed every insurance company to compete across every state line, we would have NO problems!  The problem is that physicians have to carry exorbitant amounts of malpractice insurance to beat off frivolous claims and also the fact that nonstop illegal immigration—people who do NOT qualify for Obamacare either!—to flood emergency rooms, it’s no wonder the healthcare system does NOT work.  We know that Congress will never pass tort reform because most of them are lawyers and lawyers look out for one another.  I am telling you, if we could fix these things and then have a safety net for those who lack healthcare coverage and want it, our problems would be fixed finally.  I am disgusted that my fellow Americans on all sides of the political aisle cannot come together and fix the problem but the problem is NOT about providing healthcare to everyone; it’s about controlling the people. 
End Obamacare Now; OR Fix it, for Heaven’s Sake!
Never before have we had to purchase something from the government ever before and at a price set by the government.  Never before have we had to share our most sensitive information in a national database on everything related to how we like our sex to what sorts of medications we take to survive.  Never before have the American people had to expose themselves in so many ways, especially the bedroom, because I thought the liberals wanted to KEEP government out of bedrooms but now, I no longer believe that!  The liberal-progressives are finally going after every wet dream they have kept hidden in their bed sheets, they are going after the full Monte, they are going after the big score and have no intention of cooperating with their opponents much less negotiating with them.  We know President Obama is willing to talk to Iran but will not talk to the Republicans, what kind of country is it we live in, it’s not the United States I once knew!

Okay, forgive me for being long-winded, welcome to the American Institute of Culinary Politics-Elemental News of the Day, this is the place where we come together and discuss the topics of the day and then discuss the world of food, foodservice, and how the politics of the day affect the American foodservice workers at all levels.  We need to cover these topics because over the past twenty years, the professional restaurant industry has undergone some serious changes in that it no longer is the profession those of us who have been in longer than 3-4 decades truly recognize.  For one thing, hours are disappearing at a rate heretofore unseen or known in many years.  I cannot hire new workers and guarantee them that they will have more than 29 hours per week, which means they must work another 2-3 jobs.  Try scheduling your employees when you have to consider their other positions, the world is rapidly becoming one of independent contractors, people who are responsible for their own hours, taxes, and healthcare.  I know this is something the Internal Revenue Service never considered, they are going to have to go after many millions more workers than ever before thanks to Obamacare.  That sucks for them!  Yes, I am laughing over this unseen consequence, the IRS is going to have its work cut out for them!

Today, I am going to present to you another recipe presented by Stinkbug on December 06, 2010, a Monday in the first year of our restored blog: Chicken Breasts a la Marengo
French General and Emperor, Napoleon Bonaparte (1769-1821)
(#1128) CHICKEN BREASTS ALA MARENGO



This dish is the victory dinner served to Napoleon Bonaparte following his victory over the Austrians at Marengo, Italy, on June 14, 1800.  The famed general’s chefs scoured the countryside for anything they could find and then prepared this classic dish, something that has been a part of classical cuisine for more than 200 years.  It is prepared with chicken (traditionally) and sometimes with veal as well as tomatoes, eggs, vegetables, and local herbs and spices.

Method:
1.      Mis-en-place: have everything ready with which to work! Before we commence the main recipe, we will prepare the incidentals first:

Method:

2.      Combine all ingredients together and store in an airtight jar, baggie, or whatever else and either keep at room temperature or in your freezer until needed.

It is important to have a seasoned flour recipe for breading different foods and this is a good one.  You will use this recipe many times.

Next, we make the Kosher Salt and Pepper Seasoning:

Method:
3.      Combine and store in an airtight container.
You will find many uses for this good basic, salt-and-pepper seasoning.

4.      Now, we prepare the sauce: heat the olive oil in a large skillet over medium-high flame and when hot, add the onions, garlic, and thyme and sauté until onions are tender. Stir frequently as you work to keep ingredients from sticking to the skillet.

5.      When the onions are tender, add the next FIVE ingredients listed and allow to simmer over a medium-to-low flame 5-8 minutes; then, add the parsley, mushrooms, and olives and allow to simmer over low heat until called for.

6.      While the sauce is simmering, let us prepare the chicken by tenderizing it:  place some plastic wrap on your kitchen countertop followed by the breasts. Place some more plastic wrap over the top thereby keeping it from spattering all over your kitchen.  Using a “masticator,” which is a fancy name for “food mallet” or “hammer,” gently pound the breasts on both sides to flatten them and to break down the muscle mass but do not overdo it and pound them until they are smashed flat.

7.     Now, turn you standard oven onto 400°F or convection oven to 375°F and have ready. Dust the chicken breasts with seasoned flour and then, shake off the excess and have ready. Place a large skillet over medium heat or use a flattop griddle and when hot, heat the .5 cup of olive oil.

8.      When the oil is hot, place the chicken breasts within it and season to taste with the Kosher Salt and Pepper. Lightly brown the breasts on both sides and as you do so, turn them over once or twice but do not overbrown. When they reach this stage, remove them from the skillet and place the meat on paper towels. Wipe the skillet or flattop and add the second measure of olive oil, heating it back up, followed by the blanched chicken.

9.    Turn heat up to medium-high and then, when both chicken and pan are hot, add the Marsala sherry, reducing it to almost nothing. Next, add the Marengo Sauce and allow it to come up to a full bubble. At this point, crack in the eggs at different points around the skillet and then cover the pan with a lid or wrap with foil so that it can steam. Insert the skillet into your hot oven and cook for about 15 minutes, enough time for the eggs to shirr to firmness.  At the end of the time, check the dish's appearance: it should be lovely reddish in color with browned chicken and snow white eggs arranged around the edges.

10. On each of four plates, arrange a mound of steamed saffron or rice pilaf, both of which can cook covered inside your hot oven for about 25-30 minutes.  Atop the rice mounds, arrange the chicken breasts with an egg, one each per serving, and a medley of vegetables surrounding the central dish.  Pour plenty of sauce over the chicken for good measure and then dust each mound with freshly minced parsley.  Place a lemon wedge onto each plate followed by a parsley sprig and then serve.

11. Normally, there are NOT any leftovers but should there be, we usually separate the meat from the sauce and cool both separately.  Cool quickly and then when each part is, transfer meat to one sanitized airtight container equipped with a tight-fitting lid and sauce to another.  Label, date, and refrigerate and use within TWO days at the most for best usage. After that, add to soup or toss out.

Now, I love doing these historical dishes and I must say that it truly is sad that not many modern chefs tend to do these sorts of dishes, the reason being that they would rather pile their foods atop one another and declare it to be, “gourmet!”  I agree with my fellow chefs here that if you do not remember the past and give it the credit it’s due, you will make yourself think that you are a culinary genius because you watch the Food Network.  I think that all of those pompous asshole chefs need to come down a notch or two, put the barbeque out of their minds and grow up—it’s not about personality, it’s about credibility.  I tell you, if I see one more fricking television chef with tattoos up and down their arms, necks, hands, and feet, I am going to puke my guts on the few occasions when I am not busting my ass at work.  Good Lord, this is going to become known as the Illustrated/Piercing Body Period, a sad time in human evolution!
