Bakersfield, CA, 06-12-2013 Wednesday: Achtung, my friends, welcome to the blog for another great day of preparing the basic vegetable preparations, prepmaster items, and whatever else I have in store for you this week so please—send all of your friends to become a part of our blog, this is where it’s at!  You know, right now, I have many concerns on my plate as an employer and even though I generally vote democrat across the board, there are times when even I wonder if we are in the process of having the government sell us out and throw us overboard.  Here it is, almost the middle of June, which means that in six short months and a couple of weeks, we are going to be smack dab in the middle of the Patient Protection and Affordable Care Act.   I want to ask you a question, are any of you familiar with the plight of a ten year-old girl, Sarah Murnaghan or have you seen it covered on the evening news?  No?  Well, let me tell you about this poor girl who lives in Pennsylvania and ask you if you still are in favor of sweeping healthcare reforms in the United States or would like to see someone with the balls overturn it?

            Young Sarah is going to die unless she somehow gets a double lung transplant.  She has cystic fibrosis, a disease that is going to kill her in a slow, painful way.  In order to qualify for a lung transplant, a person must be age twelve or over to get onto the adult lung transplant list and since Sarah is only ten, she cannot get it unless the Secretary of Health and Human ServicesKathleen Sebelius signs a waiver.  Well, even after visiting the family and then going over the criteria for Sarah to get the life-saving transplant, Sebelius still denied the girl the opportunity to qualify for a transplant should it come up at some point.  You can imagine how the family feels, they are devastated as this is their beautiful daughter and a lung transplant would renew her ability to live a full and fruitful life.   Now, all she and her parents can do is to sit next to one another in her hospital bed awaiting death when it eventually, it comes.  If this were one of my grandkids, it would traumatize me to undergo this experience and what’s more, it brings to mind all sorts of negative thoughts, thoughts I would rather not have bouncing around my inner skull.  I ask myself, “why did I not pay more attention in 2008 when President Obama was out on the campaign trail beating the saw that his healthcare reforms would benefit ALL people?  How stupid was I to have ever believed that?

Something else that comes to mind is the fact that during the Presidential Campaign of 2008, Senator John McCain’s running mate, Alaskan governor Sarah Palin expressed the idea that with socialized medicine, we would also welcome ‘death panels.’  I, like everyone else I know, said that that was the craziest idea any of us ever heard, we criticized Governor Palin for spreading false rumors, for lying to the American people and for being so damned obstinate that, she failed to see the forest for the trees.   Now, much to my chagrin, I must admit that yes, there are death panes and that the government is now involved in the business as to whom is going to get an organ transplant and who is not going to get one.  Three years ago,  never would have thought this possible but now, I am beginning to see the error of my ways

Now, at the time of this writing, it is possible that the government will have given Sarah a new lease on life because negative publicity—ahead of the official rollout of Obamacare!—is going to prove detrimental to the president’s plans.  My party is supposed to be of compassion, we are supposed to care for those unable to care for them, and to do it as humanely as possible.  Yet, here we are, a clear view into what’s to come and if any of you think it cannot happen to you or yours, then all I can say is, “You’re crazy!”  Of course, it can happen to you, we are seeing a bright shining example of government-controlled healthcare before our eyes and unbelievably, it’s not very pretty to see.  My president—a man for whom I voted TWICE!—knows nothing about healthcare other than advocating the laws in Illinois that allowed a second doctor to finish the botched abortion of the first doctor.  He knows about the end of life—especially that of the weak, the ill, the dependent, you name it, the ones lacking the ability to fend for themselves lives.  This is not good, my friends, and while I wished I had seen the light sooner, I am glad that I see it at all!

 I think the time is coming when we as Americans are going to have to make a choice and that time is next year in 2014.  The November midterms are going to be the most important election of all time as it is the final chance to do something about this evil healthcare bill.  I know of NO physicians who look forward to dealing with this monstrosity and who hope that somehow, it is overturned and the President turned into the lamest duck in American political history.  However, I think that Mr. Obama is going to have no problem whatsoever over the course of his final two years because as we have seen numerous times before, he has absolutely NO problem ruling by executive orders.  I am beginning to see the light, friends, I am beginning to smell the coffee.  I see what is going on around me and know that I have the ability to do something about it.  I can instruct my employees, I can steer them down the proper path, because the 2014 election is the FINAL chance that the American people can do something before it’s too late!

Today, we are going discuss the foundation of modern vegetables used by professional chefs: carrots, parsnips, turnips, and rutabagas.  Sure, I do realize that carrots are the number one and that the other three are still making their way into daily vegetable dishes but the way I see it is if you are not a groundbreaker, then you are nothing but a follower, not the way to forge a stalwart reputation as an innovative chef!  Each vegetable has its own needs and ways of preparation, but all of them together or in combinations of at least 2-3 can prove to be as memorable as the entrée.   The key with all vegetables is that you spend some time and a whole lot of attention so that you make them correctly and cook them perfectly—NEVER GO SOMEWHERE ELSE WHILE YOUR VEGGIES COOK!  Here we go:
(#1795) HOW TO PREPARE CARROTS, PARSNIPS, TURNIPS, AND RUTABAGAS



The art of preparing quality vegetables has gone around full-circle as sometime in the 1980’s, we began moving away from convenience products sold to us by our purveyors to going back to where it all began: the vegetable garden.  It is important to know the proper procedures for preparing top-notch vegetables and if one does it in the way in which, I have outlined the following four foundational veggies, then your veggie cookery is going to be top-notch as well.

Method:
1.    Mis-en-place: have everything ready with which to work! Use a vegetable steamer for best results or use a pot of boiling water; either way, add a good deal of kosher salt to both maintain the original color and to add flavor.

2.      Carrots: select medium carrots as their cores are not as overdeveloped as are larger, thicker ones.  Peel them, remove the ends, and cut them into the desired shape.  Place them into the steamer with boiling water underneath it in the water tank and cook them for whatever length of time is appropriate for al dente tenderness.  As soon as they feel al dente, remove from the steamer and plunge into a bowl of ice water to retard ALL further cooking.  As soon as you have chilled them, place them into a colander and drain them. Now, you can put them to whatever use for which, you intend them and can heat them in your microwave or directly in a sauté pan or skillet with butter and seasonings.

3.      Parsnips: peel and remove the ends of your parsnips, always choosing ones that are thinner rather than thicker. You can tell an “old” parsnip once you cut it in half lengthwise because if it is old, the core is large and somewhat unattractive.  Using a paring knife or a peeler with a sharp tip, dig out the inner core and save it for use in white mirepoix and/or in stockpots.  Cut the parsnip in whatever way you desire then place it into the steamer and steam it for a relatively short time—generally!—because they cook faster than they appear.   As soon as they exit the steamer—keep a close eye upon them!—pull them out, plunge into a bowl of ice water and chill.  After a few minutes, drain the parsnips and then spin them dry in a salad spinner so they are not wet when they hit the sauté pan.  You can reheat them in the microwave before placing them in the skillet or by heating them directly in the sauté pan or in the rondeau.

4.      Turnips: peel and cut the turnips into any cut you desire, and then blanch quickly in the top of a vegetable steamer over salted water.  Turnips steam rather quickly so keep a close eye upon them and once they are al dente-tender, remove, drain, and plunge into ice water.  As soon as chilled, drain and spin dry using a salad spinner and reheat in much the same way as you do the other veggies.  Normally, never cook turnips too far ahead as they do not hold well, unless, of course, you vacuum pack them.

5.      Rutabagas: rutabagas take the most time to cook so plan ahead.  Prepare like the rest, peel them and trim the ends.  Cut into desired shapes, and then place in the top of a vegetable steamer and steam for at least 25-45, even 60 minutes, depending upon the shape and size of the cut.  As soon as al dente-tender, drop into a bowl of ice water, chill, and then, when cold, remove, drain and dry using a vegetable steamer.  Your rutabagas are now ready for use.  They hold for about 2-3, possibly 4 days at most once blanched so do your best to use them well within that time.

These are essential vegetables that all restaurants use nowadays, more so as we continue adding fresh veggies to our menus in a variety of ways.  I am so glad that we are past the use of frozen vegetables, even hospitals are using fresh with which, to spruce up their menus.  All it takes is some time on the part of the prepmaster or his or her assistants, which is minimal to none.  Consider all of your options when it comes to designing menus as once made—unless, of course, you use a chalkboard!—are difficult to change.  This is true especially in institutional situations such as hospitals as once the dieticians design the menu, it takes an act of God to change it!
The Lusty Parsnip
I love using parsnips and turnips, they are vastly underused and unseen on many a menu and yet, cost very little and go a long ways.  Rutabagas, too, are one of the least-used veggies other than kohlrabi, which is hard to find in most grocery stores nowadays.  I remember the joy of having a Ralph’s nearby in Los Angeles as their superstores always had the best and most diverse offerings of vegetables, fruits, and almost everything else, too.  Many times, it is wise for popular, busy restaurants to maintain credit accounts not just with one’s purveyors but also with stores such as Ralph’s or WinCo as they almost always have things seen nowhere else such as specialty tomatoes, something that is very popular nowadays!

I hope that by the time you read this blogpost that things have changed for Sarah Murnaghan as that sickly child deserves a chance to live life to the fullest.  I think the thing we can derive from this tragic situation is that it could be YOUR kids, it could be YOUR parents, and it could be YOUR spouse!  Prior to the Patient Protection and Affordable Care Act, Americans had the opportunity to find help anywhere it was available.  Sure, they had to put their names on a list and wait until their number came up (with the exception of smucks like guitarist/vocalist David Crosby who got TWO livers!) whereas now, there are going to be all sorts of restrictions “as the secretary shall determine.”  I think the freedom enjoyed by Americans since the inception of the country is now a cherished dream, something that future generations will never know, thanks to President Obama!  More on this tomorrow!

            This is going to do it for today, friends, and please, do not consider me to be a crappy Democrat, I still believe in much for which, the party stands, especially its help for the downtrodden, the down-and-out, and those in need of political asylum.    As Americans, we have a duty to help those less fortunate than ourselves but at the same time, it is important for us to uphold the standards put into place by the Founders.  The thing that bothers me the most is that our core standards seem to have fallen by the wayside as all our government wants to do is to retain absolute power and achieves that by going after those critical of it.  I have no problem crossing the line and voting for non-Democratic candidates but when those choices are as bad as the ones we already have, one must wonder what the hell is going on within our nation?  Is it possible that the Obama Administration has gone through every file of those whom it consider dissenters?  Do not laugh, that is how Mr. Obama won his election to the Illinois State Senate and to the United States Senate.  If you don’t believe me, I suggest you investigate it for yourselves but please!  Do NOT call me a liar!  See you tomorrow on Hump Day!
